Noah Cyrus, the 9-year-old sister of Miley, is causing a Internet stir for a Halloween costume she wore last weekend.

"We're forced to question [parents] Billy Ray and Tish's judgment," Eonline wrote of the girl's get-up at the 2009 Dream Halloween event in Los Angeles.

"Obviously, these costumes are going to cause a stir, and the Cyrus family knows the Internet really can be a mean place—just look at all the scrutiny Miley deals with on an almost daily basis," read the E! blog. "So it seems odd they would willingly subject a 9-year-old to such criticism."

Rightcelebrity wrote that the costume is "way too sexy for a 9-year old!"

One Australian newspaper even pointed out the outfit resembled adult dominatrix costumes for sale online.

A writer at the Toronto Star sniped of the costume: "Trick ... or treat? Pretty much both, at least for pedophiles."

Disney Girl editor Fiona Wright blames the girl's parents.

"Her parents would have given her the OK, and all responsibility should have been directed back on them," she told an Australian newspaper. "They would have known these pictures would have ended up in magazines and they shouldn't have allowed her to wear something like this."

    This in no way resembles a witch's costume. At first glance I thought maybe a Vampiress, until I saw the Spice Girl shoes. Yes, she was probably just playing dress up, not realizing the look she's presenting. However, we live in a frightning and sick world. Responsibility to protect our children falls on the parents. It's important to teach our children what is appropriate

    I blame the parents. When I was 9, I would have never been allowed to wear that. The skirt is WAY too short. And those boots are what makes the costume look like a dominatrix. If that is supposed to be some type of witch, she should have worn purple and black striped stockings underneath and witchy shoes. The Cyrus parents are terrible parents. Even Miley dresses way too mature for her age.

    OK, 9 is WAY to young to be dressing like this, even for halloween. But, have you been shopping for costumes this year? They r all trashy and %@!*#y even for Tweens. So yes, they should have used better judgement since they r watched, but when do we stand up & take responsibility for our kids instead of blaming "role models" & saying NO to clothes turning 9-18

    Parents need to exercise some authority over what is appropriate for their kids to wear on Halloween. I think sexy should be reserved for adults and kids should stick to being kids. They'll all have their time to grow up.

    Oh get over yourselves. It looks more like a witch costume! Adults are the problem here, not this innocent kid. She wore something to play DRESS UP! She didn't pick out an outfit thinking "Damn, I sure hope I turn on some adult men when I wear this". Stop sexualizing everything children do. You're the problem, not this costume!
