"There was a lot of laughing and giggling, and, at one point, I saw all of them making a toast and cheering with their glasses," an onlooker tells Usmagazine.com.
After a champagne-filled dinner, the waiter brought over a cake "and the ladies sang Happy Birthday to Victoria and she smiled and blew out her candle," the witness adds.
